Dubai Municipality has activated Law No. 3 of 2026. Every building reaching 20 years from its completion certificate must be inspected across six disciplines, repaired where needed, and certified on the “Build in Dubai” platform — valid 10 years, or 5 years once past 40. Newer buildings aren't exempt either. GEOSCANR produces the exact report DM requires and runs every step.
Dubai wants every building kept safe and fit for use. At 20 years from completion the condition must be proven and certified — and buildings under 20 are still bound to periodic maintenance. Non-compliance carries fines up to AED 2 million, plus permit, Land Department and lease holds.
Engage a graded engineering consultancy (matched to the building height). They inspect the building and run the required lab tests.
A technical report of defects and proposed repairs goes to “Build in Dubai” before 14/04/2027, with a repair timeframe and owner undertaking.
A Dubai-licensed contractor fixes the listed defects within the timeframe, supervised by the consultant.
Once repairs are complete, the consultant closes out the certificate through the same platform.
GEOSCANR was built around exactly this workflow — capture defects on the plan, grade them against instrument readings, and produce the authority-ready condition report. The engineer stays in control; the AI does the heavy lifting.
Drop every defect onto the floor plan with photos, NDT readings and notes tied to the exact location.
Readings graded low → critical automatically. AI drafts the comments and repair methods for the engineer to verify.
Generate the condition report mapped to Law No. 3 of 2026, then track repairs through to sign-off.

A graded consultancy inspects the building against the manual’s checklist, runs lab tests, and records existing defects.
Pinpoint every defect on the plan with photos and instrument data — rebound hammer, cover meter, half-cell, carbonation, thermal — each graded against assessment thresholds.

GEOSCANR supports engineers in assessing building condition and preparing compliance documentation. AI-assisted outputs are drafts that a qualified engineer must verify; final compliance and the issuance of the Quality & Safety Certificate are decided by Dubai Municipality through the “Build in Dubai” platform.
